Notice of Electronic Processing Fee
As of December 1st, we were advised that CargoWise updated its billing process for the EDI Fee with only 1 weeks' notice. CargoWise, the cloud-based logistics management platform used by Stockwells, is widely recognised for streamlining operations and enhancing visibility across global logistics networks.
The EDI fee will now be costed to every job produced in CargoWise in USD which is then converted to AUD for all jobs. CargoWise automatically applies an exchange rate reflective of the market, which will fluctuate. To mitigate ongoing fluctuations, Stockwells has opted to pass this fee on at a flat rate. This fee will now appear on all jobs as the "ELECTRONIC PROCESSING FEE" replacing the current EDI fees. The increase is due to the new USD to AUD conversion rate.
This updated charge will start appearing on your invoices as of December 8th.
It has also been announced that further charges will be added in the coming months for ELECTRONIC PROCESSING FEE transport and warehouse. We will keep you updated regarding the charges as they are notified.
Fremantle Traffic Bridge Closure Date Confirmed
The Western Australian Government yesterday confirmed that the Fremantle Traffic Bridge will close on 1st February 2026 for up to 12 months to enable the completion of major works. This includes removal of the existing bridge, installation of the new bridge deck, and construction of the new road.
To keep traffic on Stirling Highway moving, Main Roads is modifying 15 intersections and installing 18 new real time monitoring devices.
Incident response teams will also be permanently stationed alongside Stirling Highway on both sides of the Swan River to respond immediately to any issues that occur on the road network.
The State Government has provided WA commuters with alternative transport options during peak periods and they have further stated that "they will continue to work with stakeholders and industry to explore further measures to minimise traffic disruptions", which includes use of intermodal rail and off-peak road freight operations during the closure.
Stockwells will continue to keep clients up to date with any impacts this closure may have.
BMSB Consent Forms for goods shipped from USA
BMSB consent forms are required seasonally for goods shipped from the USA between September 1 and April 30. High-risk goods must undergo offshore treatment before arrival in Australia or New Zealand. Accepted treatments include Sulfuryl Fluoride, Methyl Bromide, or Heat Treatment by an approved provider. The consent form, which must be signed by the consignee, authorises fumigation if necessary under the BMSB seasonal regulations.
Recent audits have revealed recurring issues with BMSB consent forms from the USA, particularly Blanket Consent Forms. To avoid delays, please note the following:
Common Issue Discrepancies often occur between:
HTS code on the shipper’s SLI, and
HTS chapter/code on the consent form.
Misalignment can change the BMSB risk group, impacting fumigation requirements and causing delays.
How to Complete Forms Correctly Importers should:
Confirm the HTS chapter declared by the shipper.
Check the correct BMSB risk group.
Select the consent option matching the risk level.
Quick Reminders:
Target High Risk goods require fumigation.
Target Risk and No Risk goods do not, but untreated Target Risk may face inspection.
Blanket Consent Forms Use only when all shipments from the USA share the same HTS code and risk group. If there’s any variation, a blanket form is not suitable.
Why Accuracy Matters Incorrect consent can lead to compliance issues, container rejection, and costly delays. If there are discrepancies a hold to the shipment may occur, until discrepancies are resolved.
Treatment Providers | How to ensure your treatment providers are not on the suspended list
When importing into Australia it is important to know that the treatment provider you engage with to fumigate your goods is an approved provider. Treatment certificates will not be accepted from providers that have been listed as suspended.

The document summarises the mandatory certificate inclusions, clarifies statements no longer required, and outlines considerations for fumigation treatments performed in China.
Upcoming Tolling Changes for Heavy Vehicles – West Gate Tunnel & West Gate Freeway
We would like to inform you of upcoming toll changes for heavy vehicles traveling on the West Gate Freeway and the new West Gate Tunnel.
Key Details:
New Toll Structure: A new toll will apply to heavy vehicles using the upgraded West Gate Freeway, new tunnels, and connecting ramps for travel to/from the west of Melbourne.
Coverage: This includes the West Gate Tunnel and West Gate Bridge. If your current route already incurs a toll, the new structure will replace the existing charge.
Implementation Date: Expected early December. We will confirm the exact date shortly.
Impacted Suburbs: The toll will affect suburbs west of Melbourne, including: Altona, Altona Meadows, Ardeer, Avalon, Bacchus Marsh, Ballarat, Braybrook, Brooklyn, Deer Park, Delahey, Derrimut, Geelong, Hoppers Crossing, Lara, Laverton, Laverton North, Melton, Ravenhall, Seaholme, Werribee, Williamstown, Wyndham Vale.
Empty Container Collection/Return: If empty container movements require travel through the toll route to designated empty parks (e.g., Container Space, VCM, Greater Fortune, Allied, Westlink, ANL, OCS, MCP), the toll will apply. Previously, these routes could avoid toll roads, but new restrictions on the M1 corridor make this unavoidable.
