The regulatory environment for customs clearance continues to evolve, with increased compliance obligations, heightened due diligence requirements, shorter assessment timeframes, and greater scrutiny from government agencies.

 

At the same time, the industry is experiencing a significant shortage of licensed Customs Brokers, driving substantial increases in labour costs.

 

To ensure we can continue delivering the high level of compliance, expertise, and service our clients rely upon, Stockwells will be implementing an increase to our customs clearance charges from the 15th of July.

 

This adjustment reflects the genuine increase in costs associated with managing customs compliance and maintaining experienced, licensed brokerage professionals.

Typhoon Bavi and ongoing typhoon season disruptions in China

 

Clients with shipments moving through China should be aware of potential disruptions due to the approach of Typhoon Bavi, which is forecast to impact coastal regions including Fujian and Ningbo with strong winds and heavy rainfall.

 

As a result, port and vessel operations at Xiamen, Shanghai and Ningbo are expected to experience delays and operational disruptions over the coming days.

 

In preparation for the severe weather, container yards in Ningbo have commenced container lashing and reinforcement measures. These precautionary actions are likely to significantly impact landside operations, with empty container pickup services expected to be restricted or temporarily suspended. This may lead to delays in trucking, container stuffing and overall shipment movements.

 

Ongoing Typhoon Season Impacts

 

Please note that July through September marks the peak typhoon season along China’s eastern coastline. In addition to Typhoon Bavi, further tropical weather systems may affect the region in the coming months.

Potential impacts include:

  • Temporary terminal and gate closures
  • Suspension of loading and unloading operations
  • Vessel schedule delays
  • Port congestion
  • Route diversions and blank sailings

These disruptions may result in transit time extensions of approximately 3–10 days, depending on the severity and duration of weather events.

DAFF - Increase to Biosecurity Cost Recovery Charge from 1 July 2026

 

Australian Border Force (ABF) via ACN 2026/23 have advised that the biosecurity cost recovery charge applicable to Full Import Declarations (FIDs) will increase from 1 July 2026.

 

The biosecurity cost recovery charge is collected by the ABF through the Integrated Cargo System (ICS) on behalf of the Department of Agriculture, Fisheries and Forestry (DAFF), and applies to imported goods with a customs value exceeding $1,000.

 

The revised charges from 1 July 2026 are:

Transport for NSW - July 1 Toll Price Increases

 

Stockwells has received the following notice from Transport NSW.

 

"Motorists are advised from 1 July, the price of tolls on a number of Sydney toll roads are increasing.

 

Tolls will increase on the privately-owned toll roads, the Hills M2, NorthConnex, Westlink M7, M5 South-West, Lane Cove Tunnel, Military Road E-Ramp, Cross City Tunnel and Eastern Distributor.

 

Tolls on the Sydney Harbour Bridge and Sydney Harbour Tunnel will rise by 3.25%. This is below the CPI inflation rate of 4.0% for the 12 months to 31 May 2026.

The increase will add 14 cents to a peak weekday journey and between 9c and 11c outside peak and weekends on the harbour crossings.

Last week, the NSW Government announced a further boost to toll relief for motorists, lowering the $60 toll cap to $50 a week for 12 months.

 

This means an extra 200,000 toll accounts are expected to become eligible for relief.

 

Claims for the next quarter of toll relief open in early October via Service NSW.

The Government is also removing administration fees on unpaid toll notices from early July.

 

TRANSPORT FOR NSW SECRETARY JOSH MURRAY SAID:

 

“A range of tolls increase on 1 July and we encourage motorists to check the new prices online before the new financial year begins.

 

We also encourage all motorists to link their toll and Service NSW accounts to take advantage of the new, lower $50 weekly toll cap."
