Port Congestion Continues to Impact Global Shipping Schedules

 

Congestion across major Asian ports continues to disrupt global supply chains, with conditions at Shanghai and Ningbo, the world's two busiest container ports, deteriorating following Typhoon Saudel and a series of recent storms across the region. Vessels are now facing berthing delays of up to 10 days, adding further pressure to already strained shipping networks.

 

According to industry reports, approximately 3.92 million TEU of capacity, representing 11% of the global container fleet, is currently tied up in congestion, with North Asia accounting for more than half of all global port delays.

 

Although port operations have resumed, vessel bunching, equipment imbalances and accumulated cargo backlogs are expected to continue affecting schedule reliability and transit times in the weeks ahead.

 

The impact is now being felt across global shipping services. Container shipping schedule reliability recorded its sharpest monthly decline in more than five years during July, falling to 56.4% as congestion at key Asian ports, including Shanghai, Ningbo, Yantian and Hong Kong, disrupted vessel arrivals and increased average delays to more than six days.

 

The effects have been particularly significant on return services into Asia from North America and Europe, with reliability declining across multiple trade lanes. Analysts warn that ongoing congestion at Asia's largest port hubs is likely to create further knock-on effects throughout the global shipping network, extending delays and reducing schedule certainty for shippers worldwide.

 

The disruption is also contributing to elevated vessel charter rates due to tight ship availability and limited new vessel deliveries, while freight rates remain firm across most trades despite softer conditions on the Asia-Europe lane.

Upcoming Golden Week Notice 

 

With China's Golden Week holiday running from 1 to 7 October, carriers would typically focus on filling vessels scheduled to depart during the holiday period, helping to maintain freight rates at mid-September levels.

 

This year, however, market conditions are markedly different. A combination of global and domestic factors has prompted carriers to pursue significant rate increases effective from 15 September. Adding to this, three blank sailings have been scheduled between 15 and 30 September. While unusual for this time of year, carriers view these cancellations as necessary to realign capacity with demand and restore schedule integrity.

 

Further influencing the market is the continued preference among carriers to deploy vessel capacity to higher-yielding trades, particularly the Middle East and South America, rather than Australia and New Zealand. As a result, capacity remains constrained, underpinning the firmer rate environment expected in the lead-up to and during the Golden Week period.

 German and Dutch ports face strike action  

 

German and Dutch ports are facing industrial action that is expected to disrupt container and intermodal freight movements across Northern Europe.

 

German dockworkers have commenced strike action after rejecting a pay offer from port employers, with operations at major ports including Hamburg, Bremen and Lower Saxony expected to be affected.

 

In the Netherlands, strike action at Rotterdam and a planned national rail stoppage are also expected to cause delays, terminal disruptions and congestion, further impacting already stretched European supply chains. 

Disruption at Mundra Port as Operators refuse to move boxes.

 

India's largest container gateway, Mundra Port, is facing escalating disruption as empty container depot operators protest new regulations introduced by Adani Ports, with container transport operators threatening to halt truck movements in support.

 

The dispute has already stopped the movement of empty containers and could soon impact import and export cargo flows, with shipping lines warning customers of potential delays and industry groups expressing concerns over reduced operational flexibility and supply chain disruption if the issue is not resolved quickly. 

Commencement of the 2026-27 BMSB Risk Season - 1 September 2026

 

The Department of Agriculture, Fisheries and Forestry (DAFF) has issued IIAN 151-2026, advising that the 2026–27 Brown marmorated stink bug (BMSB) risk season commences on 1 September 2026.

 

Seasonal measures will apply to targeted goods manufactured in or shipped from target risk countries between 1 September 2026 and 30 April 2027 (inclusive), as well as vessels that berth, load or tranship from target risk countries during this period.

 

Key changes for the 2026–27 season include:

  • Ethyl Formate is now an approved BMSB treatment option for both onshore and offshore use.
  • The Rolled Goods Policy has been removed.
  • The Safeguarding Arrangements Scheme has been removed.

Panama Canal Transit Capacity Reductions Announced for September

 

The Panama Canal Authority has announced a series of operational changes as ongoing dry conditions and lower-than-expected rainfall continue to impact water levels within the Canal watershed.

 

From 3 September, daily transit capacity through the Neopanamax Locks will be reduced to nine vessels per day, with further capacity reductions for Panamax vessels scheduled to take effect from 15 September. These measures form part of the Authority's ongoing water conservation strategy in response to El Niño weather conditions.

 

Importers and exporters using services that transit the Panama Canal should be aware of potential disruptions and allow greater flexibility in their supply chain planning as these changes come into effect.

 

Key Updates

  • Neopanamax lock capacity will be reduced to nine daily transit slots from 3 September.
  • Additional reductions to Panamax vessel transits will take effect from 15 September.
  • The Canal Authority is adjusting the allocation of auction and reservation slots across vessel categories.
  • Larger container vessels with higher TEU capacity may receive priority under certain Neopanamax allocation processes.
  • Vessels arriving without a confirmed reservation may experience longer waiting times due to reduced daily capacity.
  • A confirmed booking through the Panama Canal Transit Reservation System remains the only way to secure a guaranteed transit date.
