Client Notice: Service Disruptions and Delays - Asia & Europe Trade Lanes
We would like to inform our clients of ongoing disruptions affecting shipping schedules across Asia and Europe, which may result in delays to cargo movements over the coming weeks.
Asia (China–Australia & Transshipment Hubs)
Market conditions across Asia continue to deteriorate due to a growing imbalance between supply and demand:
Blank sailings remain extensive across the China–Australia trade lane, with cancellations ongoing since April and continuing through May and into June.
Available vessel capacity is steadily declining, while shipment demand remains strong, further intensifying pressure on space availability and schedules.
Several scheduled sailings in late May and June have been cancelled across major services and ports, reducing overall frequency and reliability.
Additionally:
Severe congestion at key transshipment hubs, including Singapore and Port Klang, is impacting operations.
Carriers such as OOCL and PIL have reportedly rejected bookings due to this congestion.
Certain services have been temporarily suspended as lines manage operational constraints at these ports.
These conditions are leading to:
Increased lead times
Limited space availability
Greater risk of rolled cargo and schedule changes
Europe (Ocean & Inland Disruptions)
In Europe, both ocean and inland operations are being affected:
Shipping lines, including MSC, are:
Adjusting departure and cut-off dates at short notice
Omitting ports from rotation to maintain schedule integrity
Rail operations in Germany (Hamburg and Bremerhaven) are currently impacted by infrastructure upgrades:
Reduced track capacity is limiting inland connectivity
Rail services remain operational but with reduced flexibility and delays on key corridors
As a result, customers may experience:
Longer inland transit times
Less predictable rail schedules
Potential congestion at North European gateways

Extended ABF Border Holds
We’d like to inform our clients that there are currently ongoing delays in border processing being experienced across several Australian ports. Some shipments are being held longer than usual, which may impact delivery timeframes.
The industry body (IFCBAA) has raised this issue with the Australian Border Force (ABF), who have acknowledged that processing times and late border holds are a key priority for them.
According to the ABF, these delays can occur for a number of reasons, including:
Late changes made to import declarations
Late referrals from partner government agencies
High volumes and operational pressures at ports
The ABF has advised that they are continuing to focus resources on improving processing times and are working on both operational and system improvements to reduce delays, particularly where holds occur close to a vessel’s arrival.
What this means for you
Some shipments may experience delays beyond normal expectations
These delays are largely outside the control of customs brokers and logistics providers
We will continue to monitor your consignments closely and keep you informed
If additional costs arise If extra costs are incurred due to these delays (e.g. storage or detention), these can be formally raised with the ABF through their feedback channels.
For urgent cargo clearance issues, there are also official escalation processes available, which we can assist with where applicable.
We understand the impact these delays can have and appreciate your patience while the ABF works to improve processing timeframes. If you have any questions about your specific shipment, please don’t hesitate to contact our team.

Notice: Deferred GST Scheme for Importers
Registered importers are reminded of the ABF Deferred GST Scheme, which allows eligible businesses to defer payment of Goods and Services Tax (GST) on taxable imports until their next Business Activity Statement (BAS) is due.
Overview
The Deferred GST (DGST) Scheme is a joint initiative of the Australian Border Force (ABF) and the Australian Taxation Office (ATO). It enables approved importers to delay paying GST at the time of importation, helping to improve cash flow by postponing GST payments until BAS lodgement.
Key Features
Eligibility: Importers must be registered for GST and meet specific eligibility criteria, including compliance history requirements. Members of a GST group must ensure their nominated representative is also registered for the scheme.
GST Deferral: GST on taxable imports is deferred until the 21st day of the month following importation. GST is not paid upfront on release of goods and can be offset against input tax credits (ITCs) when the BAS is lodged.
Application Process: Eligible businesses must complete an online application to confirm eligibility and register for the scheme.
Cash Flow Benefits: Deferring GST payments removes the need to fund GST at the time of import, reducing financial pressure and improving liquidity.
Further Information
Importers are encouraged to review the eligibility requirements and application process via official ABF and ATO resources to determine whether the Deferred GST Scheme is suitable for their business.
Important Notice – Timely Provision of Import Documents for Australian Clearance
Dear Valued Client,
We would like to remind all clients of the critical importance of providing complete and accurate shipping documentation in a timely manner for imports into Australia.
We are increasingly receiving documentation late, which is resulting in delayed customs lodgements, clearance disruptions, and a higher likelihood of Australian Border Force (ABF) intervention. These issues not only impact cargo release but may also affect importer compliance records with ABF.
As participants in the international supply chain, all parties operate at key control points. As the consignee/importer, it is your responsibility to provide documents in sufficient time to allow compliant and timely lodgment. This is a risk the consignee must mitigate.
Late or incomplete documentation increases the risk of:
ABF examination or compliance intervention
instructions to move containers underbond
clearance delays and additional costs
Please note that any ABF intervention, underbond movements, storage, or related charges arising from late documentation will be for the importer’s account.
As an Australian Trusted Trader and licensed customs broker, Stockwells is committed to maintaining the integrity of international trade and meeting regulatory expectations. We can only do so where documentation is received prior to vessel arrival, allowing adequate time for review and accurate declaration.
We therefore request your ongoing cooperation to ensure all required documents including commercial invoice, packing list, final released Bill of Lading, and any permits or certificates are provided as early as possible and no later than prior to arrival in Australia.
Thank you for your attention to this matter and your continued cooperation. Please contact us if you require clarification on documentation requirements or lead times.

Navigating the 2025 freight forwarding peak season
The end of the year is encroaching, which means it’s almost silly season – bringing the freight forwarding industry into another peak season. This year’s peak period looks a little different than last year.
Key shipping terms deep dive: CFR vs CIF When it comes to freight forwarding, details are important. Incoterms are no exception. Incoterms are terms of sale recognised across the globe used to define the responsibilities of parties involved with international transactions.
